Quezon City, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) hosted a forum of the Office for Transportation Security (OTS) for their National Land Transportation Security Program (NLTSP).
The forum was held on 7-8 May 2019 at the LTFRB Central Office and attended by staff from the Land Transportation Office (LTO), OTS and representatives from both provincial and city bus operators. LTFRB Board Member Gen. Antonio Gardiola Jr. (Ret.), Technical Division Chief Joel Bolano and Information System Management Division Chief Nida P. Quibic served as resource speakers during the forum, together with OTS Director Gerardo O. Gambala, Ms. Kristine Queroisic, Mr. Richard Mallyn, and Mr. Elvin B. Tinsay.
The NLTSP aims to address security challenges facing the country’s land transport. It covers road transportation, rail systems, and infrastructures. Since its inception in 2004, the OTS was predominantly known for its security screening function at the airport; now OTS actively assists, and is being recognized for its role, in the maritime and land transportation sectors.
The speakers mentioned the importance of the program to avoid recurrence of security crises that happened in the past. “We are all aware what happened during a hostage taking crisis that claimed the lives of at least eight (8) Hong Kong tourists aboard the hijacked tourist bus at the Quirino Grand Stand. We tapped the LTFRB and LTO because the program aids in the decision-making in land transportation security operations that will ensure the safety of the commuting public,” explains Director Gambala.
