REQUIREMENTS FOR ISSUANCE OF BID DOCUMENTS:

The Bid Documents shall be issued to bidders upon application and payment of a non-refundable fee mentioned above per lot from September 1, 2022 to September 8, 2022 until 3:00 p.m.

Sealed bids in the prescribed form shall be received until 9:00 a.m. of September 16, 2022 at the Inventory and Disposal Committee, Administrative Division, 3rd Floor, LTFRB Bldg., East Avenue, Quezon City. Late bids shall not be accepted.

Opening of bids shall be held at 10:00 a.m. on September 16, 2022 at the Mini Conference Room, 3rd Floor, LTFRB Building, East Avenue, Quezon City. Bids will be opened in the presence of the Bidders’ and/or their authorized representatives who choose to attend at the above address. If in the interim there shall be a holiday, whether regular or special, the opening of bids shall be held on the next business working day.

Interested buyers are required to submit the following documents in a sealed long brown envelope:

Envelope No. 1 Eligibility Documents shall contain the following certified true copy of documents:

  • Valid Mayor’s Permit or Business Permit where the principal office is located;
  • DTI/SEC;
  • ITR for CY2021 or BIR Form 2316 (Certification of Compensation Income Tax Withheld);
  • Company Profile for partnership or Corporation

Envelope No. 2. Financial Components shall contain the following documents:

  • Original copy of authorization letter (if being represented)
  • Bid Tender/Quotation (3 original copies)
  • Original Copy of the Terms and Conditions (pages 3-8 of the Bid Documents duly signed on the conforme portion.)
  • Bidder’s Inspection Certificate (original)
  • 10% Bidders bond computer based on the bid price submitted in the form of manager’s/cashier/s check or cash

Only those who acquired the Bidding Documents shall be allowed to inspect the properties from September 1, 2022 to September 8, 2022 at 1:00 p.m. to 3:00 p.m. at the Central Office, Land Transportation Franchising and Regulatory Board (LTFRB), East Avenue, Quezon City

The Inventory and Disposal Committee will hold a Pre-Bid Conference on September 9, 2022 at 10:00 a.m. at the Mini-Conference Room, 3rd Floor, LTFRB Building, East Avenue, Quezon City which shall be open only to all interested parties who acquired the Bidding Documents.

Bids received lower than the floor price shall be automatically rejected.

Winning bidder should pay in cash to the LTFRB Cashier the full bid price within five (5) working days from receipt of a Notice of Award, otherwise the bid will be awarded to the next highest bidder.

Members of the Bids and Awards Committee and the Inventory and Disposal Committee and their relatives within the fourth civil degree of consanguinity or affinity are not allowed to participate in this bidding.

The sealed quotation to be submitted shall be addressed to the Inventory and Disposal Committee Chairperson and shall include the requirements mentioned above.

The Land Transportation Franchising and Regulatory Board (LTFRB) reserves the right to accept or reject any or all bids at any time prior to contract of award, to waive any formalities therein, to annul the bidding process, and to award the sale to a bidder whose proposal as evaluated is the most advantageous to the office.

The Land Transportation Franchising and Regulatory Board (LTFRB) assumes no obligation whatsoever to compensate or indemnify any bidder for expense or loss that may be incurred in the preparation of their bids, nor does it guarantee that any award will be made at all.
