Quezon City, Philippines — The Land Transportation and Regulatory Board (LTFRB) called for a meeting with representatives from various transport groups to come up with a standard fare mechanism that will serve as a basis for fare adjustments.
The meeting was led by the Chairman of the Committee on Fare Adjustments, LTFRB Executive Director Atty. Samuel A. M. Jardin on 19 March 2019 at the LTFRB Central Office. Among those in attendance from the transport groups were Ka Obet Martin and Mr. Jun Corpuz of Pangkalahatang Sanggunian Manila & Suburb Drivers Association Nationwide, Inc. (PASANG-MASDA), Ka Efren de Luna of Alliance of Concerned Transport Organization (ACTO), Ms. Zenaida C. Maranan and Ms. Fanny Velasco of Federation of Jeepney Operators and Drivers Association of the Philippines (FEJODAP), and Mr. Yuri Sarmiento of 1-TEAM.
A technical working group (TWG) led by the LTFRB together with the National Wages Productivity Commission (NWPC), Bangko Sentral ng Pilipinas (BSP), Department of Trade and Industry (DTI), Department of Energy (DOE), Philippine Statistical Research and Training Institute (PSRTI), Philippine Statistics Authority (PSA), and UP National Center for Transportation Studies (U.P. NCTS), drafted a working formula on fare adjustment and was reviewed by the National Economic and Development Authority (NEDA).
According to NEDA, the formula must also take into consideration the annual operating expenses of Public Utility Jeepney (PUJ) drivers and operators. PASANG-MASDA agreed to submit a proposal covering the process on how to determine PUJ fare based on their operational and maintenance expenses (including but not limited to repair services, spare parts, tires, batteries, and accessories), as well as the additional cost of upgrading their public transport units in view of the full implementation of the PUJ modernization program.
While the price of fuel is an important factor for fare adjustment, it is not the only element for determining fare rates. Members of the TWG agreed that inflation, cost of living and the spending capacity of the commuting public are equally important factors.
