On 5 April 2018, the Land Transportation Franchising and Regulatory Board (LTFRB) issued a Preventive Suspension Order (PSO) to Mr. Arthur Tuppal II, Chairman of Noah’s Arc Transport Corporation, requiring him to explain in writing why his Certificates of Public Convenience (CPC) should not be suspended, cancelled or revoked, for alleged Gross Misrepresentation. Noah’s Arc was also ordered to attend a hearing last 5 September 2017 for alleged Falsification of Public Documents by issuing fake franchises amounting to P250,000.
Despite the issuance of PSO and subpoena by the LTFRB’s Legal Division, Noah’s Arc failed to appear and repeatedly refused to obey the order of the Board. The court also afforded the respondent the opportunity to be heard but failed to file any pleadings to answer allegations of the complainants.
Moreover, two (2) arrest warrants were issued to Mr. Tuppal who stands charged with the crime of Estafa under Art. 315 par. 2 (a) of the Revised Penal Code on 27 July 2018 and 1 August 2018, respectively.
Therefore, the public is hereby advised to exercise caution in transacting with Noah’s Arc Transport Corporation and its representatives. All authorized traffic enforcement agencies are ordered to apprehend and impound vehicles of the respondent with the following case numbers, plate numbers, and chassis numbers, if found operating:
